Point-text features are based on SDO_POINT (SDO_GTYPE=2001, 2005, 3001, 3005) tables. These features can be rotated using radians or degrees with an origin on the x axis. These features can have sub-features of type text or any other types and can also be 3D.

Using SDO_GTYPE 2005 or 3005 does not allow rotating the text.
